Department 37 – Economic Policy
The Department carries out conceptual and methodological work on behalf of the Ministry on analysis, forecasts, projections, economic and econometric modelling in the field of macroeconomic development, public finance development and fiscal policy, including selected issues of their development. The Department prepares macroeconomic and fiscal analyses, forecasts, long-term projections and fiscal policy scenarios, especially for the purposes of economic policy formulation, drafting the state budget, the medium-term budget outlook, long-term sustainability of public finances and international cooperation in the field of economic policy. The Department provides macroeconomic and fiscal modelling for analyses, simulations, forecasts and fiscal impact assessments of macroeconomic economic policies. The Department formulates recommendations on macroeconomic policy measures and examines the consistency of economic policies. It produces and is the guarantor of the Convergence Programme of the Czech Republic, the Fiscal Outlook of the Czech Republic, the Macroeconomic Forecast of the Czech Republic, the Budgetary Strategy of the Public Sector of the Czech Republic and the Assessment of the Fulfilment of the Maastricht Convergence Criteria and the Degree of Economic Alignment of the Czech Republic with the Euro Area. It participates in the formulation of strategic economic policy documents of the Czech Republic in the area of macroeconomic and fiscal development and fiscal policy, and ensures the preparation of the Ministry's representatives at meetings of domestic authorities in these areas. It monitors and analyses the basic economic and financial trends of the world economy in terms of their impact on the economic development of the Czech Republic. In its area of competence, it is involved in assessing the impact of legislative materials on macroeconomic and fiscal developments and in the formulation of fiscal and budgetary policies of government institutions in relation to the rules of fiscal responsibility. It is the administrator of Act No. 23/2017 Coll. It ensures formal and informal dialogue between government and non-government economic departments monitoring the stability and transparency of macroeconomic and fiscal analyses and forecasts, and cooperates with the Committee on Budget Forecasts in these areas. On behalf of the Ministry, it provides professional cooperation, consultations and meetings with investment and rating agencies in the areas of its competence. It cooperates in these areas with domestic and international economic and financial organisations, in particular the European Commission, the Organisation for Economic Development and Cooperation, the World Bank and the International Monetary Fund. It contributes expertly to the economic and fiscal policy agenda in relation to the EU under the responsibility of the ECOFIN Council, in particular its EFC and EPC Committees and the EFC Subcommittee on Statistics. The Department is the administrator of the Ministry's information and research studies and carries out research activities in the field of economics, statistics and econometrics, including cooperation with domestic and international institutions. On behalf of the Ministry, the Department is the administrator and coordinator of the methodology of government finance statistics of the European System of National and Regional Accounts and, on behalf of the Czech Republic, the main administrator and coordinator of the methodology of government finance statistics of the International Monetary Fund. The Department's remit also includes the collection of selected data for public finance monitoring and management purposes, including its legal regulation.
