Independent Unit 9003 - Strategic and Project Management
It develops the Ministry's ICT strategies and concepts and ensures the necessary coordination of the development of ICT strategies and concepts within the Ministry. It proposes activities related to the modernisation and development of ICT, prepares methodologies for the management of the Ministry's ICT projects and technical ICT standards within the Ministry. It prepares documents for the creation of procurement documentation pursuant to Act No. 134/2016 Coll. It ensures the coordination and synchronization of the Ministry's ICT units in all phases of the project life cycle and prevents duplication of activities. It provides methodological, consultancy and administrative support in the field of project management. It assembles a project team for each defined project and appoints a project manager. It prepares the required project documentation for each project and carries out regular reporting on the status of the project, in accordance with the principles and mechanisms of project management implemented by the Ministry of Finance. It manages and coordinates electronic identification according to Act No. 250/2017 Coll. and certification and time services according to Act No. 297/2016 Coll. for the Ministry. It manages and ensures cyber security in accordance with Act No. 181/2014 Coll. It develops the Ministry's cyber security concepts, internal regulations and methodologies for cyber security management, and the Ministry's ICT technical and security standards. It coordinates the area of cyber security throughout the Ministry. It participates in the legislative process in matters of unification of the Czech legal system with EU law in parts relating to the field of cyber security, especially in the development of legal regulations during their assessment and commenting in the framework of the development of the concept and strategy of the state cyber security policy. It ensures cooperation with other public authorities in the field of CS. It manages and coordinates the provision of CS departmental services, monitors the quality and scope of CS services (7x24), supervises compliance with legal regulations and principles in CS management, and controls compliance with security standards and established methodologies, contractual, technical and financial parameters of CS departmental services. In the area of cyber security, the Department also designates the role of Cyber Security Manager and Cyber Security Architect.
