The department operates in the area of consumer protection in financial services, including the area of building savings. It develops the concept, policy and strategy for supervision of compliance with the conditions for providing State support to building savings as set out in Act No. 96/1993 Coll., supervision of compliance with the obligations set out in Act No. 42/1994 Coll. and Act No. 427/2011 Coll. in connection with the provision and repayment of the State contribution of supplementary pension insurance and supplementary pension savings, their convergence with international standards and their coordination within the EU. It develops a methodology for supervisory activities and a related methodology for the enforcement of compliance with obligations and the application of administrative sanctions. It develops the concept, determines the objective, defines the tasks for and modifications to IS managed and operated by the Ministry for the purposes of supervision, processing of applications for State support for building savings and the State contribution of supplementary pension insurance and supplementary retirement savings and their repayment and changes to data held on those participating. It exercises the authority of the Ministry, in accordance with Act No. 96/1993 Coll., Act No. 42/1994 Coll. and Act No. 427/2011 Coll. Within the limits of its authority, it ensures cooperation with public authorities and other parties. The department also develops the concept, policy and strategy of the financial market in the area of retail financial services, consumer protection on the financial market and education in financial awareness. Within the scope of its competence, it elaborates strategic proposals, impact and comparative studies, proposals for substantive solutions, proposals for substantive legislative intents and legislative proposals, including evaluation of regulatory impacts, and ensures they are debated in internal and external comment proceedings, in the Ministry’s advisory bodies, in the Legislative Council of the Government and its committees, in the Government and in Parliament and its commissions. Within the scope of its competence, it represents the CR in the working groups and committees of the EU and prepares background materials for meetings of the Czech Republic’s representative in the EU Council and its committees. Within the scope of its competence, it ensures the compliance of legislative instruments and their harmonisation with EU law and with other international obligations of the CR. Within the scope of its competence, it secures and processes other agendas relating to bodies of the EU, OECD and other international organisations, including representing the CR in working bodies and committees of the European Commission and the EU Council.
