Department 57 – Security and Crisis Management

This department carries out activities entrusted to the Ministry under Act No 240/2000 Coll. and handles tasks during impending or actual crises or other emergencies that have a fundamental impact on the activities of the Ministry or its departmental organisations...


It is responsible for the activities entrusted to the Ministry by Act No 240/2000 and performs tasks in a threatening or existing crisis situation or in another emergency which substantially affect the activities of the Ministry and its organizations. It performs the tasks concerning the protection of classified information in accordance with Act No 412/2005, i.e. in the areas of administrative, personnel and physical security and security of information and communication systems. It represents the Ministry in the working bodies of the National Security Council – Civil Emergency Planning Committee, Internal Security Committee and their inter-ministerial expert working groups. It is responsible for the participation and the content of the activities of the Ministry’s representatives, including the overall competence of the Ministry, in the Central Crisis Staff and other security and crisis management bodies of the Czech Republic. It provides for the preparation and final compilation of materials for National Security Council meetings. It establishes the Operational Centre of the CS MF, as a crisis management workplace to ensure the Ministry’s preparedness to deal with crisis situations. It performs control activities related to crisis management within the Ministry. It is responsible for the organization of substitute (backup) workplace of the CS MF and a substitute workplace of the Ministry management. It ensures the activities of Special Groups 1 and 2 of designated Ministry employees and Ministerial organizations determined by the Ministry’s Crisis Plan approved by the Minister of Finance. It participates in the elaboration and implementation of the Defence Plan of the Czech Republic within the competence of the Ministry. It provides for the activities related to buildings relevant for the defence of the State, buildings at risk of potential attack, entities and elements of European and national critical infrastructure within the competence of the Ministry, and coordinates the activities of Ministerial organizations in these areas. It performs the tasks and coordinates the participation of the Ministry and its organizations in national exercises of crisis management bodies and international exercises of the EU and NATO crisis management bodies. It deals with the substantive and financial issues related to the release of special reserves of the General Treasury Administration budget chapter intended for the funding of the IRS and the handling of crisis situations and their prevention. It cooperates with the Administration of State Material Reserves in the field of economic measures in emergencies. It methodically directs, coordinates and manages activities related to protection of classified information at the Ministry and its organizations. It is the administrator of classified information and communication technologies and serves as a local administrator of a governmental classified connection within the scope specified in Article 19(3). It methodically manages, ensures and controls the fulfilment of tasks concerning fire protection and occupational safety and health (OSH) at the Ministry and its organizations. It performs labour safety inspections pursuant to Act No 251/2005 and supervises the security in the performance of the customs administration pursuant to Act No 361/2003. In cooperation with the Committee for the Compensation of Damage in Work-Related Injuries and Occupational Diseases, it investigates occupational accidents and proposes their compensation. It methodically manages, coordinates and controls the implementation of physical (building) security measures at the Ministry and its organisations. It methodically manages, coordinates and controls the application of the Ministry’s security policy. It is responsible for activities related to the management of the conflict of interest agenda at the Ministry pursuant to Act No 159/2006. It creates a contact point for assessing misinformation campaigns and other manifestations of foreign power.
