The department examines issues in the area of tax consultancy, public insurance falling under the Ministry’s remit, related procedural agendas (e.g. sales records and the digitisation of income taxes in cooperation with the Income Taxes Department), the Cultural and Social Needs Fund and gambling, analyses the status quo and proposes measures to address current issues in these areas and to increase their level of efficiency. It develops concepts for future developments in tax consultancy, public insurance falling under the Ministry’s remit, related procedural agendas (e.g. sales records and the digitisation of income taxes), the Cultural and Social Needs Fund and gambling. In terms of public insurance falling under the Ministry’s remit, related procedural agendas (e.g. sales records and the digitisation of income taxes) it contributes to planning future developments in tax policies and in analyses of tax revenues. In the area of tax consultancy, public insurance falling under the Ministry’s remit, related procedural agendas (e.g. sales records and the digitisation of income taxes), the Cultural and Social Needs Fund and gambling, it is responsible for drawing up substantive solutions, including the evaluation of regulatory impacts and substantive legislative intents. It ensures that legislation under the department’s remit complies with primary and secondary EU law. It decides in administrative proceedings within the meaning of Act No. 186/2016 Coll., with the exception of those falling under the authority of the Administrative Operations Department. It provides analytic reports in areas falling within its competence. It supervises compliance with Act No. 186/2016 Coll., with the terms and conditions set out in the basic licence and in the licence for the location of a gaming area and particulars set out in the notice, and provides general methodological guidance to the customs authorities for State supervision of compliance with Act No. 202/1990 Coll. and Act No. 186/2016 Coll. by gambling operators, including methodological assistance to regional authorities, municipalities and authorised persons, within the scope of its authority. It provides basic methodological support within the scope of the department’s material competence. It monitors the development and introduction of new trends and technologies relating to the department’s material competence and uses them in its work, including the preparation and application of conditions for licensing gaming, or within the framework of the process of digitising income tax. Within the Ministry, it manages the agenda relating to the preparation and filing of criminal complaints made at Ministry level concerning the unauthorised operation of gambling activities. It decides in administrative proceedings on the registration of webpages containing illegal gambling on the list of unauthorised internet gaming sites. It maintains a register of natural persons prohibited from engaging in gambling and a list of unauthorised internet gaming sites. It manages an information system for the operation of gambling.
