This department draws up conceptual materials relating to the capital market, payment services, market infrastructure and the foreign exchange market, insurance, occupational pension schemes and pension products, retail financial services and consumer protection in the financial market, including financial education. It drafts and compiles legislation in the fields of the capital market, payment services, market infrastructure and the foreign exchange market, insurance, occupational pension schemes and pension products, retail financial services and consumer protection in the financial market, including financial education, and ensures their harmonisation with EU law. It is involved in drafting and preparing legislation and conceptual materials relating to the regulation of electronic money. Within the scope of its competence it handles and draws up the agenda in relation to EU bodies, OECD, WB and the IMF. Within the department’s scope of competence is passes decisions on appeals in administrative proceedings for administrative offenses. It is the coordinator of the preparations for a general law on the introduction of the euro in the Czech Republic. It assesses applications for a special permit if a state of emergency is declared in the foreign exchange economy. In accordance with Act No 219/1995 Coll. it imposes fines and prepares source documentation for decisions on appeals brought against rulings pursuant to Act No 219/1995 Coll.
