The department covers the generation and appraisal of draft new legal systems and statutes that are prepared under the administration of the Ministry's other competent organisational units. It appraises and prepares standpoints within commentary procedures on the draft legislation presented by other central administrative authorities if they do not relate directly to the responsibilities of other departments, which includes assessment of their compatibility with the law and their impacts on the budget. It prepares interpretations for the Ministry's other organisational units in cases concerning related legislation that falls outside the Ministry's jurisdiction, in particular key laws and financial legislation, as well as standpoints on resolution of serious legal issues arising from the application of legislation under the administration of the Ministry. It assesses the conformity with the law of the Ministry's documents intended for discussion in the Government, the Government Legislative Council and other advisory bodies, or in Parliament. It draws up the Ministry's Legislative Work Plan for the needs of the Czech Government's overall Legislative Work Plan. It covers relations between the Ministry and the law office that represents the Ministry in court under an agreement on the provision of legal assistance. As part of that it covers the assembly, appraisal and relay of documentation for proceedings in court, keeps a database of those court cases, and produces analyses of their legal and factual status. It covers work in the field of legal advice, including appraisals of commercial contracts, and it takes part in negotiations with contractual parties as required by other organisational units within the Ministry. It covers the resolution of compensation claims arising from the exercise of public authority. It covers the editing, correction and distribution of the Financial Bulletin. It is a participant in administrative procedures concerning claims arising from the Beneš Decrees. It gives its opinion on the possibility of utilising external legal services as part of the relevant Directive of the Ministry of Finance.
