The department covers personnel management and training for the Ministry’s employees, and it manages those aspects in the Ministry’s executive agencies. For the financial directorates it operates through the relevant department of the Central Financial and Tax Directorate, and for the customs authorities through the General Directorate of Customs. It also contributes to personnel management as a member of interdepartmental working groups and working groups established by the Public Services General Directorate or the Ministry. It organises and manages training for employees of the Office of the Government Representation in Property Affairs. It cooperates with the relevant administrative authorities on labour law relations, including the preparation of new legislation. It implements the Ministry’s labour law obligations arising from the devolution of rights and duties in consequence of the closure or delimitation of authorities and organisations. It performs certain functions for the executive agencies the State Printing Works of Securities, the Prague Securities Centre and the Office of the Government Representation in Property Affairs, specifically the appointment and recall of their directors and matters related to salaries. It supervises gainful work by employees outside their jobs at the Ministry, and elaborates draft decisions on permitting such work. It supervises the prohibition on employees working for other parties where there is a conflict of interests. It keeps a list of employees who represent the Ministry on the management and supervisory boards of enterprises. It handles labour law issues with employees concerning agreements on material liability. It covers the management of specialised literature and the operation of a specialised library. It acquires, manages and produces information sources on economics and finance, which are incorporated into the Ministry’s information system and linked with the state administration’s information system, with national scope, which includes connecting the Ministry to international information systems. It covers reference, information, documentation and research services, including information for employees, the production of information materials for the Ministry, and specialised services for documents and information from international organisations. On behalf of the Ministry it covers the content and organisation of collective bargaining.
